The origins of al-Qaeda as a network inspiring terrorism around the world and training operatives can be traced to the Soviet War in Afghanistan (December 1979—February 1989).
Both former director of the CIA Robert Gates in his book "From the Shadows", and Carter's former National Security Adviser Brzezinski, admitted freely they supported the Mujahadeen even before the Soviet intervention:
According to this 1998 interview with Zbigniew Brzezinski, the CIA's intervention in Afghanistan preceded the 1979 Soviet invasion. This decision of the Carter Administration in 1979 to intervene and destabilise Afghanistan is the root cause of Afghanistan's destruction as a nation.
I run a search in a wrapped Tanach using the expression "al-Qaeda is the West" (for the spelling of "al-Qaeda" I used the one provided by Babylon dictionary). 8 occurrences were expected statistically, and 8 showed up. The seventh minimal skip was extendable to "al- Qaeda's mother is the West, a conspiracy He cursed".
